Logic, critical paths, constraints, baselines and progress updates are examined against the agreed measurement rules and the underlying records. Cost and progress are reconciled to source, differences are explained, and unsupported figures are identified. Where the record is fragmented, the sequence of events is reconstructed from what exists.

Separate observations, assumptions and conclusions. Present prioritised actions with the information needed to close each issue and a clear record of the review scope.
